An Accredited Service Provider has been assessed by the Ministry of Finance against its technical, security and interoperability requirements, and may exchange invoices on the UAE network.

This is the detail that catches people out: being reachable over Peppol is not enough here. Ministerial Decision No. 64 of 2025 (as amended by Ministerial Resolution No. 56 of 2026) makes appointing an accredited provider compulsory, and appointing one is a deadline of its own — 30 October 2026 for businesses at AED 50 million or more, 31 March 2027 for everyone else.

The provider and your invoicing software are two separate choices. Many businesses keep their package and connect it to a provider.
