Peppol is an international network for exchanging e-documents. Participants connect through an access point, and every participant has an electronic address, so any two parties on the network can exchange invoices without a bilateral arrangement.
The UAE builds on Peppol but adds a national requirement on top: your access point must be an accredited service provider, and the invoice must be in PINT AE. Being on Peppol elsewhere does not make you compliant here.
