The UAE runs a Decentralised Continuous Transaction Control and Exchange (DCTCE) model, usually called five-corner. Four corners are the familiar Peppol chain: you, your accredited provider, your customer's provider and your customer. The fifth is the Federal Tax Authority, which your provider reports the invoice to.
That fifth corner is why the provider cannot be skipped: the reporting duty sits with it, not with your software.
